     1954年出生，经济学博士，著名财经专家，全国政协委员和政协经济委员会委员。现任财政部财政科学研究所所长、研究员、博士研究生导师，中国财政学会副会长兼秘书长，财政部高级技术职务评审委员会副主任，国家“十一五”规划专家委员会委员，中国税务学会和中国金融学会常务理事，《财政研究》主编，北京市人民政府和上海市人民政府特聘专家，福建省人民政府和安徽省人民政府顾问，西藏自治区和广西自治区人民政府咨询委员，中国人民大学、国家行政学院、南开大学、厦门大学、安徽大学、天津财经大学、西南财经大学、广东商学院等校特聘教授。1995年享受政府特殊津贴。1997年评为国家百千万人才工程高层次学术带头人。1988年曾入选亨氏基金项目，赴美国匹兹堡大学做访问学者一年。多次参加国家经济政策制订的研究工作和主持或参加国内外多项课题，撰写和出版多部专著和数百篇论文。2002年6月24日受朱镕基总理之邀和2003年6月27日，2004年5月18日，2005年7月12日，2008年11月20日，2009年2月6日受温家宝总理之邀,2006年7月11日和2007年10月30日受胡锦涛总书记之邀座谈经济工作（被媒体称之为“中南海问策”）。2010年1月8日中央政治局第十八次集体学习“财税体制改革”专题的讲解人之一。孙冶方经济学奖和黄达—蒙代尔经济学奖获得者。

Born in 1954, Doctor in Economics, renowned expert of finance and economics.

Current titles cover: Commissioner of CPPCC; President and Research Fellow of the Institute for Fiscal Science Research， Ministry of Finance of China; doctoral instructor; Vice Chairman and Secretary-General for China Public Finance Society; Vice Chairman for the Senior Technical Title Examining Committee of the Ministry of Finance; Executive Director for China Taxation Society and China Finance Society; Editor-in-Chief of Public Finance Research(Monthly); Special-invested Expert of the People’s Government of Beijing and Shanghai Municipality; Advisor of the People’s Government of Fujian, Anhui Province, Tibet and Guangxi Autonomous Region; Guest Professor of the Renmin University of China, National Institute of Administration, Xiamen University, Nankai University, Anhui University, Southwestern University of Finance and Economics etc.; Expert entitled to special governmental allowances in 1995; appraised as an academic leader at high level for the State Project “Tens of Thousands of Talents” in 1997; chosen as a visiting scholar for participation in the Heinz Fellowship Program at University of Pittsburgh, USA in 1988-89; held or participated a lot of international or domestic research programs and published dozens of books and hundreds of theses; on June 24 of 2002 and June 27 of 2003, May 18 of 2004，July 12 of 2005，July 11, 2006 and Oct.30, 2007, Nov. 20 of 2008, Feb. 6 of 2009 in succession, attended the economic symposiums respectively at the invitations of the former premier Zhu Rongji and the Premier Wen Jiabao, Party Secretary General Hu Jintao (thus considered as one of the “Advisors for Decision-making by the Central Authorities”).
